  • Senior Program Specialist

    Job Purpose:

    Under the guidance and direct supervision of the Programs Director and overall supervision of the Senior Director, the Senior Program Specialist is responsible for supporting the development green economy initiatives and strategies and advancing climate initiatives in collaboration with governments and international organizations within WGEO’s thematic/sectoral areas. This role involves in-depth analysis of economic, social, and environmental and political trends design, implement, and evaluate strategies, policies, and projects aligned with WGEO’s priorities and workplan.

    The Senior Program Specialist collaborates closely with the operations team, program staff, UN agencies, government officials, technical advisors, key stakeholders in the international academic sector, and experts to ensure alignment with WGEO’s objectives and goals.

    Summary of Key Accountabilities:

    • Conduct in-depth research and analysis to support WGEO’s green economy and climate action programs.
    • Develop strategies, policies, and actionable recommendations to promote low-carbon strategies and green economy practices goals.
    • Manage programs and projects, including planning, resource mobilization, monitoring, and stakeholder coordination.
    • Provide expert advisory services, facilitate knowledge-sharing, and support capacity-building efforts for governments and stakeholders.


    Key Accountabilities:

    • Research and Analysis:
      • Conducts policy research and analysis for WGEO’s programs to inform the development of green economy strategies and national climate action plans.
      • Identification of opportunities for WGEO interventions in policy formulation, capacity building, and project implementation within WGEO’s thematic areas.
      • Provide evidence-based recommendations to enhance national and regional green economy policies and climate resilience.
    • Program and Project Management:
      • Development of performance indicators and evaluation frameworks to measure progress.
      • WGEO business processes mapping and development where necessary the content of Internal Standard Operating Procedures (SOP).
      • Translation of WGEO’s priorities into actionable recommendations and initiatives.
      • Establishment of management targets and monitoring achievement of results.
      • Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in audit of projects.
    • Government and Stakeholder Engagement:
      • Serves as the focal point for WGEO’s collaboration with member governments, UN agencies, and regional organizations to support climate action and green economy development.
      • Coordinate stakeholder workshops, capacity-building initiatives, and advisory group meetings to gather inputs and align strategies with partner priorities.
      • Initiation of a project, presentation of the project to the management, determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review, participation in recruitment processes for projects.
    • Knowledge Sharing and Capacity Building:
      • Provides expert advisory services and promotes knowledge-sharing, efforts to disseminate best practices in green economy transition and climate policy.
      • Develop technical and policy briefs to support decision-making processes.
      • Develop training materials and guides for government stakeholders to enhance their capacity to implement green economy strategies.
      • Contribute to knowledge networks and communities of practice to enhance collective expertise.


    Knowledge / Experience/ Skills:

    • Advanced university degree equivalent in Environmental Sciences, Climate Policy, Economics, Engineering, Renewable Energy, Political Sciences or related field.
    • At least 4+ years of professional experience (with a Master’s degree) or 6+ years (with a Bachelor’s degree) or relevant experience at the national and international level is required.
    • Providing advisory services, hands-on experience in design, monitoring and evaluation of development projects.
    • Experience with a focus on intergovernmental collaboration and diplomatic communication skills, given the need to work with government officials and international partners.
    • Experience in facilitating multi-stakeholder dialogues for climate action and policy development.
    • Experience in the usage of computers and office software packages (MS word, Excel, etc), experience in handling of web-based management systems and ERP systems.
    • Fluency in English and with knowledge of other language (Arabic) as advantage.
