Climate Change Consultant
Regional Collaboration Centre for the Middle East, North Africa and South Asia based in Dubai (RCC Dubai) was established in February 2019 with the signing of an MoU between UN Climate Change and the World Green Economy Organization (WGEO), with the support of the UAE Ministry of Climate Change and Environment.
RCC Dubai is dedicated to the objectives of the United Nations Framework Convention on Climate Change, the Kyoto Protocol, and the Paris Climate Change Agreement. It helps channel local, regional and global resources into climate action, to facilitate implementation of countries’ Nationally Determined Contributions (NDCs) to the Paris Agreement, National Adaptation Plans, roadmaps for implementation of the 2030 Agenda for Sustainable Development, and other relevant policies and strategies of countries in the region.
Under the guidance of the RCC Dubai Regional Lead and focal points from the relevant divisions of the UNFCCC Secretariat, the consultant will provide technical support and conduct intelligence gathering activities under the Mitigation and Transparency workstreams of the RCC Dubai’s workplan
Duties and Responsibilities
- 1. Support maintaining a database with respect to NDC, LT-LEDS and sectorial support policies in the region
- Intelligence gathering on the status of official communications being prepared by the Parties to the Paris Agreement in the region as well as additional commitments made by Parties through other channels
- Stakeholder mapping to record key focal points in the identified sectors in the region
- Take stock of areas/sectors that key organizations in a specific country are supporting
- Take stock of key regional events being planned by the implementing organizations in the region
- Support activities related to market and non-market-based approaches, including Clean Development Mechanism (CDM) activities, in the region through campaigns, stakeholder engagement and outreach, as required
- Support in conducting a stock take of carbon pricing initiatives being undertaken by private sector entities in the region
- Support a mapping of the current status of market and non-market based approaches in the region, including CDM activities.
- Provide support to facilitate engagement with project proponents involved in various market and non-market based approaches in the region
- Support in gathering data with respect to measurement, reporting and verification (MRV) arrangements under the Convention and preparation for the Enhanced Transparency Framework (ETF) while liaising with relevant focal points, as needed
- Conduct stock take of Parties’ status of implementation of the existing MRV arrangements under the Convention and preparation for the ETF in the region
- Conduct mapping exercise to understand the institutional arrangements countries in the region have put in place and record constraints, needs and gaps faced with respect to implementation of the existing MRV arrangements as well as planning for the ETF
- Identify and record good practices, key on-going and planned projects emerging from the region related to transparency, MRV arrangements as well as planning for the ETF
- Gather any other relevant information required to complete the databases
The consultant/employee will work on the following deliverables:
Updated templates and databases as requested by the workstream owners of RCC Dubai’s work plan:
- Up-to-date database with respect to NDC, LT-LEDS and sectorial support policies in the region
- Up-to-date database with information on various market and non-market-based approaches from the region, including CDM projects
- Compiled database with carbon pricing initiatives in the region
- Up-to-date template with respect to MRV arrangements under the Convention and preparation for the ETF
The consultant shall have the following competencies and qualifications:
Core Competencies:

Education:
Advanced university degree (Master’s or equivalent) in economics, environmental economics, environmental science, engineering, international affairs, social science or a related discipline.
Experience:
At least three (3) years of relevant work experience in Climate Change and Environmental issues in the region.
- Good understanding of the UNFCCC intergovernmental process is a strong asset.
- Experience working at an international organization is an asset.
- Experience in research and database management is desirable.
Language Requirements:
English is essential. Arabic is a strong asset.
